I have examined the accompanying Ordinance entitled "An Ordinance to further amend the law relating to Widows and Orphans' Pensions," and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This Ordinance has been passed in accordance with the instructions contained in Despatch No. 52 of 1896 from the Right Honourable the Secretary of State for the Colonies.
